I'm considering purchasing a used Jetta, probably an '02 - '04, but i've heard some complaints about the manual transmission being shotty and "not feeling right." anyone out there that can elaborate on or validate this? I'm still browsing the market and the purchase will be a few months from now so i havent test driven yet.

I'm of the opposite opinion. The transmission in the Jetta IV (99-04) is very tight. Off the showroom floor the stick is a little long, so you can either throw in a short shift kit, or just take a hack saw and cut a few inches off and throw on an aftermarket shift knob and boot. Or you could just leave it as is if you aren't that picky.
