Alright.. im looking for suggestions

Ok, ok, ok. After long and a thoughtful process, I have decided to get a new 3.1, cause thats the best I could get right now, really. If not i'd get Luos' Ls1, but I need a new trans so that's that.
Anyway thats besides the point. Since im fairly new to cars and stuff like this im a total NEWB when it comes to engines especially, or what you can do to make em better. So this is what im asking from you guys, mostly Erik cause he sounds like he knows his stuff.
Alright what should I do to the engine so it could run better? Try to get the most HP I can? I remember reading about coatings that you can do to the cylinders or something that helps it run better because it has to work less or something. Well I can spend up to.. lets say $200 here, a little more maybe, but that's probably it on the engine alone.
And im going to go like Philly and use some nitrous on this so, im asking you Philly because you're really the only one I know that uses it, to tell me what you know should be good for my engine and whatnot, and probably a cheap system I can hook up

Since your new to it and all just get a GM crate exact replacemetn. No doubt it's gonna feel a hell of alot better than the tired engine it had when you got it.
As for go faster, take the logical approach, the better the motor can breathe (get the air in and out) the more power it will make.
So the basics, exhaust for starters, and I do believe you can get a cam with a little more stout grind for a 3.1. Get the natural aspiration part done first before you start messin around with the goofy gas.
