Hazard Flasher?

My Brake lights won't come on in my 1996 Tahoe, (Except for the top LED's) and I was wondering if a hazard flasher switch is necessary for the lights to come on, as mine is broken.

Both tails are out? Got reverse lights?

I would replace 1 bulb to test it first. My hazard button is broken and my tails work fine.
