when i punch the gas on the freeway, my truck will get a burst of power, but then power down immediately, will the hypertech programmer remove this so it won't bog down?

No. Any programming will not fix a existing problem. First thing to check is your fuel pressure when the problem starts. Has the fuel filter been replaced recently?
