1999 park ave keyless entry

I am trying to find out how to reprogram my keyless entry adding more remotes . 1999 is not the same as 97,98. Sticking the key in twice both turning on and not turning on doesen't work . My fuse panel has no BCM program fuse. HELP : :confused: !!!
