no headlights

My daughter put her e/brake and the headlights went out on her 98 nb. I know that is normal for these but when she released it, the light stayed on the dash(brake light) and her headlights stayed off. It isn't the e/brake switch as I checked it already. Any suggestions? Thanks

The e-brake switch is bad. its the only thing that controls that function.
