Car doesn't start or turn over

I have a 2000 Stratus. When I turn the ignition the car doesn't turn over. No click..click as with a battery problem. If I turn on the headlights and try to start the car there is no dimming so the battery is good and I tried a jump start just in case still no turn over. The only light on the dash that seems to work is the brake light and no others. My neighbor brought over a fuse tester and it looks like there may be no power going through some of the 10 amp fuses although the fuses themselves are good. What diagnostics are available to find the problem??

Could be that you have a cell in the battery gone bad and it just needs a new battery, also check the alternator as well.

I found the problem. There's two different fuse boxes. After buying a $4.00 fuse tester I went through each one anc checked continuity on both sides of each fuse. I found one 20amp fuse theat was blown. replaced it and all works well.
