1991 Buick PA Ignition cylinder

I can't get my PA to start regularly. It will turn over sometimes if you push the key in hard. Is this the ignition cylinder? It is the key with resistor on it. I have 2 of them and they both will only work if pressed in hard, and it only will start like that ocassionally. Thank you.
