97 Caravan/Voyager - Rear Bumper Sag

I just noticed that the rear bumper seems to be sagging / not snapped in tightly in the 2 corners on either side of the hatch door. And so, the gap between the bumper and the quarter panel increases in size as you head towards the back of the van. I can see a groove in the bumper that looks like it should fit over a tab (inside the gap) but I can't seem to get it to snap back into place.
I've looked at my neighbour's 2000 Sport and one side of their bumper looks the same. Assuming this is a common problem, does anyone have any suggestions as to how to get the bumper back into place? Or has something been broken from people sitting / stepping on the bumper?

I own a collision repair shop. This is common but normally fron being hit in the rear. The good news its an easy bumper to remove and at that point you can identify if the side brkts are bent down. The brkts cost 38.50 each list from dodge. good luck Rick
