ok heres the thing, i hope you guys can understand the way i word this. im trying to do the timing on my b16a, which ive never done before, and i noticed that on each cam gear the timing marks on the teeth arent exactly straight across from each other. so when i go to set them, which marks do i make sure are exactly were they go, do i make sure that the inner marks that face each other are pointed dead on with each other, or do i make sure that the outter marks are lined up directly with the head, or is the another way to do it. please help. thanks

Should have up stamped on each of them, as well as two lines opposite of each other, these lines line up with the top of the head on both gears with Up being on the top.

ok now is it necessary to take the bottom timing cover and crank pulley off to set it easier or properly

I think you might have to in order to get to the Tensioning pully.
You also need those lines on the cam gears to line up perfectly, or you will be out of time.

just make sure the two marks face each other and are parallel to the head surface. "UP" wont actually be facing straight up, it will be parallel with the engine's angle since it doesnt sit straight up.
