couple 95 LS engine wireing problems

I bought this 95 ls off a dude who was rebuilding it because his cousin wrecked it. I paid close to nothing for it, but they dropped another stock engine in it that isnt right. It seems to get to hot, but the temp gauge dosent go up over a 1/4 of the way but when i pop the hood its really hot under. It dosent have ac or power stearing and it only has one fan on the radiator but i didnt think you needed both without ac?
