Horn Location

I have a 2000 Hyundai elantra and the horn has never worked. I had some free time so I decided to look into fixing it. I looked under the hood and can't find anything that looks like a horn. Does anyone know where the horn should be located so I can verify that it is missing? Thanks.

On the 2004 it is behind the grille slightly offset to he passenger side of the car. You can get to it by removing the black plastic panel the is on the leading edge of the radiator. My horn died a few months after I bought the car, and I hated the way it sounded prior to it's death. So I replaced it with a unit out of the BMW parts bin.
