I forgot to mention that it is the size of a nike.
It uses blackhole technology. Has a neutron star (size of a golfball)
in the back and sucks up all garbage into the singularity.
Alien taxpayers have specially designed blackhole resistant trash cans.
Made by rollawaste. :) The tiny truck drives into them. This protects the surrounding neighborhood from the destructive tractorbeam like force. The trashtruck also doubles as a wormhole maker so that paying customers can catapult themselves to distant parts of the galaxy instantly. This activity is illegal though because sometimes people are turned insideout in the process. The alien in the bubble is suffering from this. :)

The actual technology for the alien trashtruck came from the spaceship that crashed at roswell in the 1940's.
All I can say is the government of Unified Earth
built it because the large amounts of the trash that they were blasting into space was interfering with space travel.
But that staggering price is just for the prototype. The production
version cost the same as a pair of
air jordans from 3050 AD. About 6 million Terra dollars.
By this time Jordan's preserved head rules the unified earth.
And he adds to his great collection of wealth by
passing laws that force people to buy his active wear at
fixed prices. Or something like that. :)
