Check for current at the horn while the button is pushed. If no current, look to the relay. If there is current, replace horns.

okay,..ill bite.. what in blazes is a clock spring, and more importantly..where is it located?.. i should also make clear that i DONT have cruise control..but im thinking of putting it in, i heard its just a matter of installing a harness or something..if i have to replace the horn switch in the steering wheel, im thinking that would be an ideal time to kill two birds with one stone.. whaddya think?

To follow up on cobradude's post, the clockspring is inside the steering column. You need to remove the steering wheel to gain access to it. It is a tape designed wiring component that carries the current to all the electrial switches, including the air bag. Just for giggles, try to hold the horn button down while you turn the steering wheel from lock to lock. If horn works anywhere in between, clock spring is bad. But, check for current at horns first.
