Headlights question. pls help

Ok,
I have a 01 corolla le, when i turn my car on headlights are always on even if the headlight switch position is on off, i put the headlight switch position on on and the headlights stay the same, any ideas? I think it mite be because they the the drl option, i opened the hood and there is a 7.5a breaker/fuse which has drl beneath it, does anyone think the same?

It is obvious that you have daytime running lights (DRL) because they come on when you start the car as do most newer model vehicles. What is the problem, do they run your battery down? If not, enjoy them. They are for your (and my) safety.
