2002 Ford Explorer AC Vacumn check valve

Can the AC vacumn check valve be replaced without removing the dashboard? If so, where can I find the check valve?

The vacuum check valve is in the line between the engine and the vacuum reservoir. I don't have the exact location, but it should be under the hood somewhere.
