I am a proud owner of a decent car. Since ive owned the car we have made alot of repairs to it, yet some keep coming back.
1) When I go over to a friends house and say a 20 minute drive there. i turn my car off. and say i leave in 10 minutes. The car won't start. If i wait long enough it will start. and if i spray water under my hood it sometimes starts sooner. Im thinking maybe its my starter.. but not quite sure. i need guidence.
also..
2) When the car starts it now idles high. Before this started happening it wasnt the best car when it idled. It was a perfect idle when the a/c is on, but when i turn the a/c off it would idle down a bit. But now.. its a full high idle...
Can someone find the strength to help me!! please.

You mean the starter won't crank the motor until it sits for a while? That would point to the starter, yes.
If you mean it cranks but won't run, then something else is wrong. Ignition module, crank sensor, something like that.
Check you battery connections and the wires at the starter if the first is your problem. If that turns up nothing, then when it does that have someone hold the key all the way over to the start position while you give the starter a good whack with a hammer. If it suddenly starts up, the starter is going bad.

Oh, forgot. As to your idle problem, look for vacuum leaks. That'll make them idle up, and idle may be sorta twitchy.
A spray bottle full of water can be a big help finding vacuum leaks. Spray everything moving from place to place slowly. When the water gets sucked into the leak, the idle will change and you'll know where to look.

had a similar problem with my olds, turned out to be some kind of sensor under the ingition module, which i replaced, as well as the module and coils, and all seems good now
