Which would be better for my 95 eclipse rs, a cold air intake or a short ram intake? What's the difference? How much hp gain?

Cold air is always better.
The difference is in the name. Cold air intake = cold air. Short ram intake = engine temperature air (not as good)
You won't get more than 7-8 hp with a cold air, 3-4 with a short ram. These numbers are probably the MOST you can expect to get, depending on other mods.
BTW, use the search function. I'm sure this has been covered more than enough times to answer your questions. Also put your car in your signature.
