93 sonata idle problems

i am having difficulty finding a solution to an idling problem in my 93 sonata.It is a 4 cyclinder,2 .0. I have new plugs and new wires. It only revs up and down in park and neutral....in drive and reverse,the fluctuation stops. If anyone can offers ideas, i would be grateful
