paint chip crater problems!!

I recently used some touch up paint to cover up a paint chip. I'm fairly new at this and I followed the instructions in the kit ( GM paint chip repair kit ) but the paint blob looks like it has craters, maybe due to air pockets?

I tried sanding it down but it didn't help at all. Anyone have any suggestions in how to get rid of them? I have included a picture if it helps. Any help would be appreciated...

Was there rust under the touchup?

Hmm..No, I'm pretty sure I cleared it up before applying the paint.

Well it's hard to judge from the pic.
But to me it looks like either too much paint was used or rust has started under the chip.
I would suggest just sanding it down and try to paint it again, make sure you give it enough time to dry..
If there is any rust, make sure you use a Rust neutralizer/converter.
