very low, low beams

I have a 98 GMC Seirra. All the lights work, but the low beams are very low. No brighter than the DRL. If I apply the parking brake the DRL goes off (as it should). Turn on the lights and the low beams are no brighter than the DRL. Also when I switch to the Hi beams the two inside hi beams come on and the two outside low beams go off. Is this normal? Is this how everything is supposed to work? Or, should I just shut-up and add a pair of driving lights?
