problems Headlights and Tail Lights

i got a problem with my tail lights, they don't work and the fuse keeps getting blown, also, when i turn on my headlights is only high beams!!!!!and there is no lights on the panel. i have a Japanese 1994 Gloria Gran Turismo. Somebody please help me out!!!!!!

Typical nissan -feature is panel lights missing as rear lights short circuit. Open, check rear lamp assemblys.

Another problem source is the light switch itself; replace. (If its faulty it may be opened and contacts cleaned, but eventually will fail again.)
