Tail lights and Headlights problems

i got a problem with my tail lights, they don't work and the fuse keeps getting blown, also, when i turn on my headlights is only high beams!!!!!and there is no lights on the panel. i have a Japanese 1994 Gloria Gran Turismo. Somebody please help me out!!!!!!

All these non-working items are on one switch that is located in the steering column. And it sounds like it's defective.
