That edit button is your friend.
I'll assume that you meant to say "can't make" boost.
Boost leak. Test it.
In neutral, your engine won't make much boost anyway. It takes load to make it work a little better. ;)

Thanks ill try that would it be in the ic pipe? also it sounds like my exhaust is ratteling could that have something to do with the problem possible a leak in the down pipe or bad gasket?

As far as I know, the only thing an exhaust leak will do, (common location of exhuast leakage is between the exahust manifold and turbo, those 4 bolts love to lossen themselves up.) I would look into the rattle problem though.
The location of your boost leak, should that be the case and I am positive it is, can be anywhere that is between your turbo outlet, and the head.
An easy way to go about this, is to go to Home Depot Racing, (HDR), and make yourself a nice boost leak tester for cheap. Chances are it's a loose hose clamp or something.
You may also have leaky throttle body shaft seals. That's also a common spot, but usually there isn't enough air escaping through there to cause someones car to fall on it's face as you seem to be experiencing.
Test to a say 5-10 psi higher then the boost level you run.

Sounds like an IC pipe...but could be a number of things...

boost leak test, (maf plugged in? :)), replace spark plugs.

Well i can garentee its not the maf because it only bogs at the point where i would normally be making boost ie about 3500-4k and its weird because it will be fine untill i get up there and i can hear the turbo spooling but once it gets up to where it should be hitting boost it basically acts like theres a rev limiter set there and wont rev any higher. i found one vacuum line that was disconnected but that didnt make a difference so tomorrow im going to try and take it in to the place that put the engine in and have them look at it so right now I'm pretty stressed out because i cont for the life of me figure out what it is. if it is a boost leak then i would be happy that it is that simple. im just hoping that its not something major since it basically happened all of the sudden this afternoon

Typically it will happen all of a sudden. It sounds exactly like a boost leak problem. There is no better definition then what you are stating. So get out that tester, find the leak, and fix it. Off you go. No need to bring it anywhere.
