fuel problem 89 f 150

89 f150 hasnt run in a few months trying to get it goin, replaced high pressure fuel pump and fuel filter, still wont start, and pump witing must be bad because it would'nt run at all when i plugged it in, but the pump did run when hot wired to battery, so my questions are as follows:
1. is there a fuse relay under the hood somewhere that could be bad?
as there is no fuse in the cab for the fuel pump.
Also, before the truck quit running i had ongoing problems with the dual tank setup, when I would put gas in the rear tank it would drain into the front tank, regardless of the position of the selector switch for the tanks, could this problem be related?, the truck ran fine at the time, I just stopped using the rear tank. Any help would be appreciated

yes there is a relay under the hood and i dont see how the tanks draning into eachouther could cause this problime i have the same truck and i hardly use the back tank because the gage dont work for it just check the relay

Is there a way to make it drain from one tank to the other? I have to replace the pump on the rear tank, which still has gas in it, but the front works more or less fine. I would love to drain the gas, but not sure of an easy way to do it.
