Prelude Nightmare

HELP!!I got a 89 lude S, not si. For some reason when im driving and i give it gas, it putters, until i floor it, then it grabs and goes. I think the carbs are getting flooded some how, cause wen i stop and turn the car off, fuel is like basically pouring back out of both carbs into the air filter, all over the ground, its really bad! And for some reason wen I start the car it revs outta control like almost 4 grand, and it should be at like 2 grand max....!!!Im losing it...Anyone with any advice at this point would be amazing, ive tried eveything...I think? ANYONE HELP PLEASE????
