The keyless entry receiver module is located in the dash behind the area of the instrument panel. Have you tried programming it.
The receiver works in conjunction with the body control module (BCM) which is located under the driver's side of the dashboard in the proximity of the emergency brake.
You'll need to remove the kick panel for access.

Here's the procedure to program the remote:
Transmitter Programming
No Tools Required
In the event that a transmitter is lost, program the old and the new transmitters into the memory of the remote control door lock receiver. Up to 4 transmitters may be programmed.
Important
Once the keyless entry receiver enters the programming/diagnostic mode, the programming of the first transmitter erases all previous transmitter programming information. You must then program all of the
transmitters.
Program only 1 vehicle remote control door lock receiver at a time. If you program multiple receivers simultaneously, the same transmitter could possibly be programmed to more than 1 remote control door lock receiver.
Perform the following steps:
1. Sit in the vehicle driver's seat.
2. Remove the ignition key from the ignition lock cylinder.
3. Close all of the vehicle's doors.
4. Remove the MALL PGM fuse from the fuse panel. Refer to Electronic Diagnosis in Body and Chassis.
5. Turn the ignition lock cylinder to the ACC position.
6. Turn the ignition lock cylinder OFF, then back to ACC within 1 second.
7. Open and then close any vehicle door. You will hear a chime when the remote control door lock receiver enters the programming/diagnostic mode. If you do not hear a chime, start again at step 1. If the remote control door lock receiver does not enter the programming/diagnostic mode after a second attempt, refer to Electrical Diagnosis.
Important
After 7 seconds you may hear a chime confirming successful synchronization. After approximately 14 seconds, you will hear a chime confirming successful programming.
8. Press and hold the transmitter LOCK and UNLOCK buttons simultaneously for 14 seconds.
9. Repeat step 8 in order to program each additional transmitter.
10. Remove the ignition key from the ignition lock cylinder.
11. Install the MALL PGM fuse back into the fuse panel. Refer to Electrical Diagnosis in Body and Chassis.
Validate that all the transmitters that were programmed operate properly. Refer to Keyless Entry System Operation .

I'm quite sure its the proper procedure for a 98 model. Do you have a spare remote to try?
Do you have any aftermarket anti-theft mods where the RKE was disabled?

Which remote do you have. There was two for that year (and most others.) One has three buttons the other has four. I have a spare four around here someplace.

How many doors are on your GP? The receivers are in different locations.
Also, there is also a RCDLR module. Unless you get lucky there is no simple procedure to troubleshoot this type of problem or do it visually. Dealers have to use a Tech 1 or 2 machine because it is necessary to scan for GM manufacturer specific BODY DTC error codes and to check for remote synchronization errors.
I have a GM GP service manual and so does KustomKid54 (Jim) on RKE but sometimes it is vague. However, there is a troubleshooting procedure to follow. The first thing it states is program the remote, then the next thing on the list is replace remote. After that there are a lot of BCM module and wiring checks, etc.
To get to any of these modules you'll have to drop the driver's side kickpanel and turn into a contortionist. If you have a 2 door I already told you where the receiver is located. Have fun!

You might want to wait until we get a readout for you. The problem is GM moved the RKE receiver depending on what year model Grand Prix you have.
According to the '97 service manual, the RKE receiver for a 2 door GP is located near the instrument cluster behind the DIC. However, it also states the RKE for a 4 door is on the passenger side of the rear under the package shelf and speaker tray. To access you would have to remove the seat cushions, etc.
But for 97.5 models including the '98 and up to 2000 the RKE receiver/RCDLR is in the dash area stated above. Which involves removing the kick panel and dashboard trim, etc. It's a small device measuring maybe 2 X 1 inches.
For 2001 and up to 2003, the RKE receiver was moved to the passenger side of the dashboard in the area of the passenger air bag. Its mounted on the dash cross-bar. To access that you have to remove the defroster trim panel.
I'll check a 98 GP service manual, however, details on the RKE are very vague, no pics that I could see.

Diag is easy on RCDLR. Check power and ground at the module then check for class 2 serial data. If you have all 3, get a module, if you don't find the open in the 12v, ground, or class 2 for the module.

try the reprogramming proceedure first. The biggest key to getting it to work is the switching of the ingnition key from acc to off and back to acc. If this isn't done quickly enough, it won't work. I had an assistant sit in the passenger seat to pull and replace the MALL PGM fuse for me, and mine worked with no problems. I believe most people having problems aren't manipulating the ignition switch fast enough to enter programming mode.

i decided to not get into tearing up the dash just yet to look for the recever, i was wondering if my remote just is no good anymore. i saw autozone had some keyless entry remotes, so before i go, is there any special part number for this type of remote that i should bring with me?? if so how would i know or would they just know? cause when i tried reprogramming it, the car would enter the programming mode, but wouldnt respond to the signal from the remote. if a new remote still doesnt work then ill know its something with the recever, i did print out the instructions and everything about the RKE, thanks for that also.

The only thing I can suggest is follow the RKE troubleshooting procedure. Since it enters the programming mode, there's a high probability it's the RKE transmitter (remote). All Autozone will need is the year, make, model and VIN number.
Just out of curiousity what was the response during the synchronization part? Good luck!

On remote synchronization, you press both LOCK and UNLOCK buttons for 7 seconds or until the horn beeps once. After that you go to RAV, remote activation verification which shows whether the RKE remote commands have been received by the RCDLR and BCM modules.
I'd go for the remote first but it could be the receiver. Good luck!

oh another thing too, i took the car to my mechanic when i bought it late last month, and he hooked it up to his computer and said the cars computer wasnt communicating with his computer, dunno if that may have anything to do with the RKE not working either. even if noone is sure, i still appreciate everyones help and advice, as im also learning more in the process about my car.

Do you know what model/brand computer the mechanic was using? If it was a Tech 1 or Tech 2 thats not good. Those machines will read not only emissions codes but body, chassis and class 2 data stream communications, etc.

Do you have an alarm on your car? That remote is for a GM with alarm only.

I have the one your looking at on my 1997 and the one 98. It will not work on my GTX, which doesn't have the alarm. I advise, found the one for your car.
Good luck.
