I recently went to LACR and ran a 17.1 Here's what I run:
'92 civic hatch(FULL interior)
b16a(Stock internals)
y21 tranny(No lsd)
exedy stage 1 clutch and lightweight flwheel
CTR N1 Pulley
tuneup(magnacore wires/denso plugs)
short ram intake.
with it being my 1st time ever i've been told that's an ok time. just wanted to see what you guys think.

Only 1 run that night or was that your best run? You need some practice, or your car needs some tuning.

Bench racing is frowned upon here but you should be running low 14's at best, mid-high 15's at the worst.

What tires did you have? I ran a 16.4 but didn't start going forward till third due to way shitty bald winter tires :) But I trapped at just under 100 :D

I WAS ON NORMAL STREET TIRES (FALKEN 502s 195/50/15) ACCORDDING TO THE CALCULATIONS ON THE LACR WEBSITE MY TIME @ SEA LEVEL WOULD BE ABOUT MID A 16 @ ABOUT 87MPH.

Problem with calculators is, they work on a set equation, and can't calculte variables.

17.1? You would have to bend over for a I/H/E d series. Something is wrong with the engine/your driving. I wished I had that setup in my car.
