Check engine light on and off for about 3 weeks. DTC code is P0411 which indicates it Secondary Air Injector (air) pump (air) valve and/or (air) hoses. Where are these located on the Taurus.

AIR pump is located on drivers side down by the base of radiator. The switching valves are located on drivers side of engine under and just in front of the air intake hose. The usual culprit is water in the pump. Remove the pump and turn it upside down and see if water comes out. If it does, replace the pump.

I had stopped by my local repair shop and ask the mechanic if he could
show me where the air pump was. Said not all cars have an air pump,
usually only cars in California due to the strict emmissons laws ????
He briefly looked under the hood and said there wasn't one and that I
should bring the car in and determine the problem based on what code
they get on their system.... for $99

You have an air pump. It is a black object down by the bottom of radiator on drivers side. You may have to get under the car to see it.

How difficult is it to remove and inspect. Probably best to have access
to a lift but can it be done from inside the hood.

I believe it needs to be replaced from under the vehicle. If you have jackstands, you should be able to do it easily enough.
