Easy to work with programs...
Paintshop Pro 8
Jasc animation shop
Photoshop 7 - C.s is a bit more tricky.

the other program attached to Photoshop is called Image Ready.
I'm assuming all you're talking about making is gif animations.
If you want something more robust and interactive go with Flash.
What exactly are you trying to do?
The word "animation" encompasses many many disciplines.
For example if you're trying to duplicate old Sinbad stop motion stuff, or Matrix effects nothing we've mentioned will help.
You can use a movie making program to animate in a slide show fashion or to simulate certain effects but the applications limitations and cost will determine what you can do.
For video animation stuff I use Vegas and a cheap app named video edit pro.
If you're trying to do animation old toon style 24 frames per second or whatever then scanning and playing back in an app will work. For this I would once again turn to flash. It's interface is based in motion graphics and it's keyframe configuration is perfect for doing keyframe based animation. It also has scene capability so you can actually build a cartoon and then some.
If $$ is a hold up go with the free gif maker and live with your limits. At least you keep all your limbs.
Give us some details and see what happens.

oo thats what image ready is, i never knew what that was for and never used it.
i want know how i could make a catoon or a scene, just to bring my drawing to life. i have flash but it seems extremely complex, i have done a few things on paint, then lining them all up in movie maker, iam guessin this should work the same if i line up all my scanned drawings in movie maker.

How does that work?
A car comes around a corner. So if I want a 2 seconds movie with 25 fps I have to draw a background and 50 times the car in each new perspective???
