got a 91 integra ls with a jdm b16a motor while driving 70 mph in 5th gear the rpms are at 4100 rpms.... is that normal... and vtec engages at 4800 if i go like 83 or 84 mph i'll be in vtec in 5th gear....
if this isnt normal what could cause it....

Speeding is bad, but yes, that's normal. Try 5th gear 7500rpms on the autobahn for four hours straight :)
