4x4 problems

Hello i have a 95 s-10 blazer and my front end does not engage, i have been told that it might be my vacuum actuator but i checked it and it is fine. Is there any other common problems that i should be aware of?

Ok... Things to check
Vac actuator under the battery tray (you said you checked that for leaks and tears)
Vac hose running from the actuator running to the vac switch on top of the transfer case..look for dry rot, cracks...
Vac switch on top of the transfer case.. Check for a sticky ball
Vac hose from the vac switch on top of the transfer case going to the main vac system. Check for dry rot or cracks...
If all that is ok, check your encoder motor.
