this may sound stupid but where is the blower motor relay on a 1996 caravan? the manual shows it being in the power distrubution center (under the hood) but in that spot i have a abs relay?
this is what is going on ..
blower stopped working.
checked switch, resistor, fuse, and still not working.
missing power at the blower motor, jumped power to blue and it works,
and the switch works, so i'm thinking this is a power problem and not a ground problem. until i can find the blower motor relay i don't know what else i can do!!

If you jump to page 7 of this forum, you will find a thread titled "1996 Dodge Grand Caravan LE AC/Heater Blower, Relay and Resistor Block Problems 101"
See if any info helps from there since that one is about a 96 model. I have been having issues with my 97, and I know that my relay is in the PDC under the hood.
Do you have any speeds that work? I didn't until I played with the fuses. Never found a bad one, but after I jiggled them all, I got my high speed back. You're not alone with these blower issues, it just seems that everyone has their own gremlines. Good luck.
