Cam belt warning signs

Hi,
I've just bought a 1998 Renault Clio. There was no mention of it having the cam belt replaced in any of the documentation I got with it, and hence I managed to talk down the price a bit; but it may have been replaced, the previous owner only had it for a short time.
However, I'm aware that according to Renault it should be replaced at 72,000 miles, and my car has done just under 75,000. I've had a quick look under the bonnet, but it doesn't seem too simple to get at the cam belt.
So I'm after advice about replacing it - is there any (easy) way to get a look at the cam belt, or any other signs that it needs replacing?
Finally, what sort of money (in the UK) should I expect to pay for a garage to replace it?

Dont take any chances with the t-belt, if in doubt renew it.
Theres no easy way to check it other than removing the cover.
Expect to pay under £100 to replace on the 1.2 or 1.4 petrol engines
