Votec 5.7l timing again

I have put a few threads on this subject before, with 0 responses. I find that rather strange, so I am starting from scratch. After I installed a new 5.7l motor in my Tahoe, the truck has no power, bucks at low rpm under load and occasionally at high rpm, and feels like it is being held back at a full throttle runup.
Does anyone have the factory method of setting the timing for the first time on this engine. I have tried to set it 3 times now, which was setting the distibutor for TDC only, without any better result in performance. Haynes manuals and the like skip over this, there isn't any information on setting it up other than saying you must time the engine???

Thanks, but after all that I found that the coil was bad. My way of setting the timing, is to set for TDC, you can do it with the spark plug removed or pull the Crank sensor and look for the magnet. Then I can use the computer, a Snap-On to do the fine tuning.
