97 VW Jetta starter/idle issue

Hello All:
I have a 2.0L/5spd engine and recently had my starter replaced and after doing so my car ran horrible! My idle was perfect before, now it is not in normal conditions. The idle fluctuates between 500-900RPM and sometimes the engine dies out when you are approaching a stop. I have had a tune up 3mths ago on the car before the starter was even an issue (new air/fuel filters, spark plugs, and new water pump at the time).
Does this issue have to deal with anything with the starter? I believe that it might be a "ground on engine/starter ground issue" (grounding-electrical issue w/ starter)? Would the idle even be effected by a new starter? How do I go about fixing my idle issue?

Check for vacuum leaks. A new starter wont cause any " idle problems"
