A/C doesn't work when stopped-running hot

1998 Mustang V6 Auto 110K miles
When I stop the car like at a light or drive thru, the A/C starts blowing warm air. It's cool as I go forward again. The car starts running hot near red after being stopped for a while. The fan seems to work but I thinks it's dying. I'm just surprised that the AC responds so quickly to the stop and go motion. I'm I missing something else. Fan relay, thermostat, water pump?
Any thoughts on this would be appreciated.

Check to see that your radiator is not clogged internally or externally.

No clogs. Electric fan is dead (tested it against battery). That explains the heat.
AC is only working when compressor spins. Then it turns warm (pipes too). Low pressure valve tested too high. I think the compressor has a bad seal somewhere. High pressure mixing with low when compressor is not spinning.
Going to replace fan myself. I'll probably have the AC checked out.
