Lowering Car

Hi guys, i'm new to this, so bare with me..
if they company said 2.0" front, 1.7" Rear, that's the exact inches the springs are allowed to be lowered? If I want it to be 1.5" front and 1.25 Rear, will that still work? Is neuspeed a good brand for springs ? I'll be getting the KYB gas shocks struts for all of my springs options.
Here are my springs options...

GROUND CONTROL ADJUSTABLE
NEUSPEED SPORT SPRINGS
H&R Sport Race...
which would you pick.. ?

Normal lowering springs that say 2"f 1.7"r will lower the car that much, no adjusting ride height unless Koni yellow struts are used which allow minimal adjustments of up to 15mm or so.
Neuspeeds are good but my first choice is always H&R.
If you drop more than 1.75" camber kits are required.
