May have a bad catalytic converter especially since both Hydrocarbons and CO are so far out of specifications. If you have the original converter the I would say it is time to replace it.

I had a hell of a time with my '85 Ranger. Turned out that the 'guts' of the catylitic converter were blown out and that had clogged the muffler. A technician at Meineke figured it out. He dropped the inlet on the convertor and showed me it was empty. He fixed it and I passed with flying colors. Even though I had over 300,000 miles on it
