So i'm new here and i think i looked at all the forums before i asked this but i'm very sorry if i missed it. Anyway i have a 1996 blazer 4wd and my tires are sqealing all the time it seems to go away when i go faster than 30-35 but it also stops when i put on the breaks. if anyone has any idea what it is please help me out.

Check your brakes. Could be that the pads are worn down to the squealers.

Yip, that is not your tires, that is your brake pads riding on their squealing indicators meaning your front brake pads on each side should be replaced ASAP before they ruin your rotors.
