94 4.6L Engine surge

My 4.6 is acting weird. When cold it idles real low and will barely stay running without holding the gas pedal. The most woorisome problem is when driving the engine will surge. Any speed the engine will loose rpm then bounce back up. Pulls back goes forward just like a trans shift, but trans is ok. Thanks for any help. Drivin me nutz.
