headlight adjustment?

My Passat (2000) estate just passed 60K and at the service the dealer said the headlight alignment was low and the only solution was to replace both headlight at a cost of several hundred pounds. When I got home and parked in front of a wall, I can see that the internal knurl knob that tracks the alignment up and down still works fine (they claimed the electronic adjustment had 'seized'). The relative level of the beam can also vary just by changing tyre pressures and I found that the rear tyres were pumped to over the max limit even though the car was unloaded~! (which I think would make the beam range lower than it should be?).
Since they claimed they switching (electronic) on both headlights had 'seized' and that this was a common problem requiring all noew headlights, I am having trouble believing them given the above after leaving the garage!
They have my in a corner as the light issue fails its MOT due in two days after which it would no longer be legally roadworthy!
Is there a manual adjustment screw for the general dirction of the l;ights anyway? Since the internal controller power both lights beam position it sounds rather like they might be telling a small untruth here about needing new lights?

Do you have auto leveling headlamps?
If so you need a vw scan tool to start a basic setting and allow you to adjust the headlamp. If a scan tool is not used and you try to adjust the lamp, it wond do anything but break the headlamp.
