17" Rims "Problem"

Hi, I have tokico hp kit on my car, and I just got 17" rims and it is hitting my bumper while i'm crossing a train rail or a simple bump (see pic below). Any advise?.

Get smaller rims. Or raise it a bit, or get even smaller sidewalled tires.

Yeah, for 17's those sidewalls look awfully big
