my El Camino currently has a V6 231 engine. can i put a V6 231 turbo engine in it like the one found in a Buick Grand National? and if so would it still pass smog?

You would have to change the computer to the same as used in the turbo charged engine, also add an oil cooler for the turbo, and if I were you, I would also add a cooling fan mounted next to the turbo to keep it cool, as the oil in turbo charged engines get so hot, that they have a tendency to coke up in the lines and cause turbo lockup. I'm not that familar with GM turbo's, but I have done several Porches and BMW's and coking of the oil is a huge problem. You also may want to check the condition of the engine before you install it. I would do a complete rebuild as if you only do the heads, you will surely blow up the bottom. I have a 79 elky that came with a stock 267 V8 and I was so dissapointed with the output (125 HP), that I installed a corvette small block, with a holley intake and carb, stock rearend, and I couldn't be more pleased with the results. Still get decent mileage, but boy does she fly. So you might be better off considering a V8 in lieu of the turbo, you'll be a lot happier and keep your money in your pocket. Except for gas.
Good Luck
