is this a common no start prob.

ok I just bought a 1990 mitsubishi eclipse GS and i have a no start problem. He said it ran good all last fall and parked it all winter and when he tried starting it this spring it would crank but not turn over.
ive tried a bunch of things. right now the fuel wont turn on and i have no injector pulse width but i do have power to the coil.any ideas?
