Rear windows do not open entirely

Hello,
I have a PA 91, in switzerland. Both of the rear windows do not open entirely, only a few inches. What can I do?

Well, i donīt think itīs possible, because of mechanical restrictions.
Unfortunately i canīt find any help for this problem in my chiltons manual.
