gauge clusters

was wondering if a 92 gauge cluster will swap out with a 91 without having to rewire anything neither one has a tach everything looks the same except speedo one goes half circle 92 and one goes 1/4 circle other than that rest of them look the same reason for asking is gas guage on 91 only starts working when it hits 1/4 tank thx for any advice

It's your sending unit, not the gauge...
