92 starting problem

The battery shows 12.7 volts when you try to start the car it drops down to 6.5 volts I have cleaned all the connections I took the serpentine belt off all the pulleys spin free. When the car is running the battery reads 13.7 volts. the volt meter on the dash reads about the same. Is the battery gone bad or any ideas appreciated
