Rocker Arm Shafts

That motor for the 93 Dodge Shadow has begun to be reassembled, only i have a question. While installing the front rocker arm shaft, it has sat correctly and the bolt holes lined up, but some of the bolts aren't seating all of the way when fully tightened. They feel fully tightened but are not all the way sat. this is only with two or three of them. all are snug and the shaft is seating correctly, so should this be a worry? thanks in advance!
