dome light flashes with emer. flashers

I hava a 2000 Durango that the dome light turns on and off when you turn on the emergency flashers. I don't know if this is related, but the windows roll up very slowly with the key on but the engine off but work fine with it started. Could this be a sign the battery might be getting bad or other neat problems?
